Senate approved regulation of HHC and other substances

Senát schválil regulaci HHC a dalších látek

The long-awaited amendment to the law on so-called psychomodulating substances passed the Senate, the upper chamber of the Parliament of the Czech Republic. These include, for example, HHC or kratom. Hemp with a content of up to 1% THC and products made from it will also be regulated and sold.

The amendment introduces clearly defined conditions under which these substances and products from them will  be sold, so it is in a way a regulated legalization. Possible legislative changes have been discussed in Czech society since March, when the government banned the sale of HHC and its other derivatives, and the list continued to expand during 2024.

According to the amendment, the substances are to be divided into three lists:

  • list of prohibited narcotic substances
  • list of psychoactive substances with unknown health effects
  • list of psychomodulating substances with low health risk

It is the existence of the last of the mentioned lists that allows partial legalization, provided that strict rules are observed by the sellers. You will only be able to buy HHC, kratom and cannabis with a THC content of up to 1% in specialized stores from December, when the amendment is due to come into effect. Therefore, sales in vending machines or convenience stores are prohibited, because only persons over the age of eighteen can even enter a specialized store. The law also specifies the conditions for the sale of substances via online stores. The customer will have to prove his age when purchasing, but also when receiving the shipment.

The big advantage of regulation is that in specialized stores we will be able to give you more and better advice on the effects and dosage of products, without talking about collectibles. In addition, a regulated market capable of healthy competition promises an overall increase in the quality of available products
